FACILITIES PLANNING The Board recognizes that the school unit’s educational programs are substantially influenced by the physical environment within which they function.

It is the Board’s goal of the RSU 1 Board of Directors is to provide appropriate facilities needed for the number of students in the unit and to provide the kind of facilities that will best support and accommodate our educationeducational program. Therefore,To this end, there should always be a five-year facilities plan shared with the Board, which shall be onupdated fileevery intwo the superintendent's office, and the plan will be updated.years.

In planning facilities, the boardBoard recognizes that capital outlay funds are limitedlimited. andThe thatBoard it mustshall establish priorities in order to make the best use of theseschool funds.

Architects employed by the board are expected to plan for high educational utility and flexibility; access to and use by the handicapped; sound economics; low long-range maintenance costs; and energy efficiency; low insurance rates; and quality of design.funding.

New buildings and/or renovations to existing buildings shall be in accordance with the organizational patterns established by the boardBoard and shall be designed to fit current as well as anticipated instructional programs.

For each building project, a schoolSchool buildingBuilding committeeCommittee will be appointed and charged with the responsibility of facilities planning. The authority and responsibilities of this Committee shall be detailed by the Board at the time of appointment.

ThisArchitects committee,employed withby the approvalBoard are expected to plan for high educational utility and flexibility; access to and use by the disabled; sound economics; low long-range maintenance costs and energy efficiency; low insurance rates; and quality of the board, shall have the authority to:

A. Engage consultants for feasibility studies and cost estimates;

B. Employ an architect or firm of architects;

C. Submit construction plans to the board for approval;

D. Advertise for bids;

E. Open bids, and submit proposed contract awards to the board for approval; and

F. Supervise construction of facilities through a clerk of the works.design.

Decisions pertaining to the construction of educational facilities will be made after consultation with professional staff, students, parents and citizens.

All plans and procedures shall be in compliance with federal and state law,law. All stages of facility planning and allconstruction regulationsshall ofcomply with the Maine Department of Education in all stages of facilities planning and construction.regulations.
