REGIONAL SCHOOL UNIT 1 ANNUAL NOTICE OF STUDENT EDUCATION RECORDS AND INFORMATION RIGHTS
The Family Educational Rights and Privacy Act ("FERPA"“FERPA”) providesaffords certain
rights to parentsparents/guardians and eligible students (18 years of age or older) certain rights with respect to the student'student’s education records. They are:
A. InspectionThe ofright Records
Parents/eligible students mayto inspect and review the student'student’s education records within 45 days of makingthe day Regional School Unit 1 receives a request.request Suchfor requestsaccess.

B. Amendment of Records
Parents/guardians or eligible students may ask RSURegional School Unit 1 to amend educationa recordsrecord that they believe areis inaccurate, misleadinginaccurate or inmisleading. violationThey ofshould write the student'sschool right to privacy. Such requests must be submitted to the Superintendent
or building administrator in writing,principal, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading.
If theRegional SuperintendentSchool orUnit building administrator1 decides not to amend the record as requested,requested by the parent/guardian or eligible student, Regional School Unit 1 will notify the parent/guardian or eligible student of the decision, and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent/guardian or eligible student when notified of the decision,right theirto a hearing.

C. Disclosure of Records
RSU 1 must obtain a parent/eligible student's written consent prior to Disclosuredisclosure of personally identifiable information in education records
except in circumstances as permitted by law.
Directory Information
RSI 1 designates the following student information as directory
information that may be made public at its discretion: name,
participation and grade level of students in officially recognized
activities and sports, height and weight of student athletes, dates of
attendancecontained in the schoolstudent’s unit,education andrecords, honors and awards received.
Parents/eligible students who do not want RSU 1except to disclose directory
information must notify the Superintendentextent inthat writingFERPA byauthorizes Septemberdisclosure 15^th^without orconsent.
One thirtyexception (30)that dayspermits ofdisclosure enrollment,without whicheverconsent is later.
Military Recruiters/Institutions of Higher Education
Military recruiters and institutions of higher education are entitled to
receive the names, addresses and telephone numbers of secondary students
and RSU 1 must comply with any such request, provided that parents have
been notified of their right to request that this information not be
released without their prior written consent. Parents/eligible students
who do not want RSU 1 to disclose this information must notify the
Superintendent in writing by September 15^th^ or within thirty (30) days
of enrollment, whichever is later.
School Officials with Legitimate Educational Interests
Education records may be discloseddisclosure to school officials with a
"legitimate educational interest."interests. A school official hasis a legitimate
educational interest if he/she needs to review an education record in
order to fulfill his/her professional responsibility. School officials
include personsperson employed by RSUthe 1school unit as an administrator, supervisor, instructor,instructor or support staff member (including health or medical staff and law enforcement unit personnel); membersa ofperson serving on the Boardschool ofboard; Education;a personsperson or companiescompany with whom RSUthe 1school unit has contracted to provideperform specifica servicesspecial task (such as attorneys,an auditors,attorney, auditor, medical consultants, evaluators,consultant or therapists)therapist); andor parents,a studentsparent/guardian andor volunteersstudent serving on an official committeecommittee, (such as a disciplinary or grievance committee)committee, or assisting aanother school official in performing his/her tasks.

Upon Otherrequest, Regional School Units
As required by Maine law, RSUUnit 1 sends studentdiscloses education records without consent to aofficials of another school unitdistrict toin which a student applies for transfer, including
disciplinary records, attendance records, special education records and
health records (except for confidential health records for which consent

specifically permitted by law. Parents/eligible students may obtain
information about other exceptions to the written consent requirement by

D. Complaints Regarding School Department Compliance with FERPA
Parents/eligible students who believe that RSU 1 has not complied with

E. Regional School Unit 1 may make public at its discretion personally identifiable information from the education records of a student without parental consent if that information has been designated as directory information by the school. This school unit has designated the following information as directory information: the student’s name, participation in officially recognized activities and sports, weight and height of athletes, and honors and awards received.
Such information will not be disclosed if the parent/guardian of the student informs the school unit in writing within 10 days of the first student day of the school year or within 10 days after enrollment that such information is not to be designated as directory information with respect to that student. Any such notice should be sent to the Superintendent of Schools at the following address:

F. Federal law permits military recruiters and institutions of higher learning to request and receive the names, addresses and telephone numbers of high school students upon request, unless the student’s parent/guardian or eligible student notifies the school unit that they do not want such information released. Such information will not be disclosed if the student’s parent/guardian or eligible student notifies the school unit, in writing, that such information should not be released without their written consent. G. Under Maine law, Regional School Unit 1 shall not publish on the Internet without written parental consent any information whether directory or otherwise, that identifies a student, including but not limited to the student’s full name, photograph, personal biography, e-mail address, home address, date of birth, social security number and parents’/guardians’ names.
Regional School Unit 1 maintains a more extensive policy and procedure concerning education records. This policy and procedure can be obtained by contacting the Superintendent/designee.
